This is a reminder of the statutory and regulatory requirements for categorical eligibility for the Child Nutrition Programs based on receipt of benefits from each state’s Temporary Assistance to Needy Families program. The Richard B. Russell National School Lunch Act restricts categorical eligibility to those TANF programs with standards that are comparable to or more restrictive than those in effect on June 1, 1995.
This memorandum provides the information needed to conduct the reallocation of CACFP audit funds. Reallocation is the process by which state agencies (SAs) can request additional CACFP audit funds above their initial authorized funding level. The availability of CACFP audit funds for reallocation in future years cannot be guaranteed.

Section 226.4(a) of program regulations provides that "FNS shall make funds available to each state agency to reimburse Institutions for their costs in connection with food service operations, including administrative expenses ....
