The purpose of this memorandum is to provide funding allocation amounts for the Fresh Fruit and Vegetable Program for all state agencies for FY 2025, including information on funding requirements and deadlines, and a reminder of important program requirements.

This Notice of Funding Availability is to distribute $10 million to state agencies to competitively award Equipment Assistance Grants to eligible school food authorities participating in the National School Lunch Program. This NOFA with its attachment provide guidance on the grant awards, funding, funding goals, period of performance, award/award timelines, administration and reporting for these grants.

This memorandum includes questions and answers on flexibilities available to CSFP state agencies, including Indian Tribal Organizations, in the operation of CSFP. FNS is aware that schools in multiple states are experiencing milk supply chain challenges related to packaging issues. This memorandum provides state agencies with information about existing authority related to schools and other child nutrition program operators experiencing inadequate milk supply. FNS encourages state agencies to use this authority when needed to support program operators impacted by the current milk packaging challenges. 

This guidance applies to state agencies and local educational agencies administering the National School Lunch Program and the School Breakfast Program. This guidance provides information on the final rule, Child Nutrition Programs: Community Eligibility Provision – Increasing Options for School.
