This memo provides reporting guidance for the FNS-640 report beginning with reporting for school year (SY) 2018-19 due March 1, 2020.

The purpose of this memorandum is to provide additional information on the 5-year review cycle provision of the Child Nutrition Program Integrity final rule. This memorandum relates to program-specific changes in the National School Lunch Program and School Breakfast Program.

Attached to this memorandum, please find a revised edition of the Prototype Application for Free and Reduced Price School Meals, with an accompanying instructions document. These materials may be adapted for direct use by state and local agencies, or as a reference for designing an effective application packet that meets all statutory and regulatory requirements. 

This memo clarifies processes to reflect system updates for state agencies pursuing additional verification through the Systematic Alien Verification for Entitlements program that have caused an area of SNAP regulations to become outdated and no longer applicable. This memo also explains how to request information on SNAP applicants who are claiming Cuban-Haitian Entrant designation.

This is a letter clarifying public charge policy as it pertains to SNAP participation. The letter was sent to SNAP state commissioners in Jan. 2022.

The U.S. Department of Homeland Security is amending its regulations to prescribe how it determines whether noncitizens are inadmissible to the United States because they are likely at any time to become a public charge.

This memorandum provides implementation guidance for Sec. 401 of the “Additional Ukraine Supplemental Appropriations Act, 2022,” signed into law on May 21, 2022. Sec. 401 extends SNAP eligibility to certain Ukrainian parolees.

This waiver facilitates state agencies abilities to conduct a school meal programs administrative review when a school food authority is only operating the National School Lunch Program Seamless Summer Option in SY 2021-22.

FNS waives, for all state agencies and school food authorities, school meal programs onsite monitoring requirements. This waiver extends the Nationwide Waiver of Onsite Monitoring Requirements in the School Meals Programs – Revised – Extension 2 granted on Aug. 4, 2020 that expires on June 30, 2021.
