On Feb. 7, 2014, SNAP was reauthorized as part of The Agricultural Act of 2014. Attached is an implementing memorandum describing Section 4006, "Standard Utility Allowances Based on the Receipt of Energy Assistance."

The purpose of this memorandum is to provide questions and answers to help Indian Tribal Organizations and state agencies implement provisions of the final rule: Food Distribution Program on Indian Reservations: Income Deductions & Resource Eligibility.

This final rule makes a number of technical changes to the regulations governing the National School Lunch Program, the Special Milk Program for Children, the School Breakfast Program, state administrative expense funds, determining eligibility for free and reduced price meals and free milk in schools.

The purpose of this policy memorandum is to highlight and strengthen national program policy regarding integrity in the WIC certification process through existing regulatory requirements as well as through new legislative requirements mandated by PL 105-336.
