This memorandum provides information to assist state agencies in preventing approval of multiple sites offering meal services at the same time to the same population of children in the Summer Food Service Program. 

The USDA Agricultural Marketing Service (AMS) will discontinue the requirement for vendors to use high security seals to secure USDA Foods deliveries as of July 1, 2023. 

General information and helpful tips are provided on utilizing the web based supply chain management system for FNS food assistance program operators.  

USDA Foods data collected via the Web-Based Supply Chain Management (WBSCM) system and the Fresh Fruit and Vegetable Order Receipt System (FFAVORS) were analyzed to conduct analyses on food purchases and spending at the national and state levels for four school years. This webinar provides USDA Foods recipients, USDA FNS regional offices, and state agencies a refresher on the FNS Instruction 709-5: Shipment and Receipt of USDA Foods. The webinar highlights the five key areas involved with the shipment and receipt of USDA Foods: arranging shipment and delivery, guidance on inspecting the shipment, accepting and receipting the shipment, unloading the shipment, and disposition and replacement of USDA Foods. In addition, E-invoicing in WBSCM and filing complaints is covered.

In school year 2013-14, FNS introduced the unified administrative review and a 3-year review cycle. Since then, FNS has received feedback about the difficulties of the shorter review cycle, both for the state agencies conducting the reviews, and for school food authorities preparing for and responding to reviews.

The purpose of this Request for Information is to help FNS gather feedback from a wide variety of stakeholders on how FNS' crediting system can best address today's evolving food and nutrition environment, as well as to offer first-rate customer service to those operating and benefitting from the child nutrition programs.
