The purpose of this memorandum is to provide guidance on replacement of USDA Foods Destroyed due to a household misfortune.

FD-116: Commodity Supplemental Food Program (CSFP), Food Distribution Program in Indian Reservations (FDPIR), and The Emergency Food Assistance Program (TEFAP)

Policy Memorandum FD-042, Pay Received by Military Personnel as a Result of Deployment to a Combat Zone, is cancelled.  

This memorandum clarifies FNS policy regarding civil rights training for volunteers in CSFP, TEFAP, and FDPIR. Additional information may be found in FNS Instruction 113-1.

The purpose of this memorandum is to implement a provision affecting mandatory direct certification for children in Supplemental Nutrition Assistance Program households.

Policy Memorandum FD-082, Responsibilities for Claims for Food Losses (dated Dec. 10, 2008) is cancelled. The guidance provided by this policy memorandum has been incorporated in FNS Instruction 410-1, Claims for Losses of Donated Foods and Related Administrative Losses-Procedures for the State Distributing Agency, as revised on Dec. 29, 2010.

The purpose of this memorandum is to provide guidance regarding the rounding procedures to be used when determining the total resources and net monthly income of FDPIR applicant households.

Policy Memoranda FD-021, FDPIR Match Requirement (dated June 5, 2003), and FD-068, Indirect Cost Rates in the FDPIR Budget Process (dated Nov. 8, 2007), are cancelled. The guidance provided by these policy memoranda has been incorporated in the newly revised FNS Instruction 716-4, Administrative Budget Negotiation Guidance for the Food Distribution Program in Indian Reservations and the Food Distribution Program for Indian Households in Oklahoma.

This memorandum provides clarification regarding payments made to individuals under PL 101-426, the Radiation Exposure Compensation Act, as amended. Those payments shall not be counted as income or resources for the purpose of determining eligibility for participation in FDPIR.
