The System Integrity Review Tool is a valuable instrument for both state agency and federal SNAP staff to evaluate whether a system meets SNAP functional requirements.

Electronic Benefits Transfer is an electronic system that allows a SNAP participant to pay for food using SNAP benefits. When a participant shops at a SNAP authorized retail store, their SNAP EBT account is debited to reimburse the store for food that was purchased. EBT is in use in all 50 states, the District of Columbia, Puerto Rico, the Virgin Islands and Guam.

The attached questions and answers address the interim final rule, SNAP: Requirement for Interstate Data Matching to Prevent Duplicate Issuances, also known as the NAC interim final rule.

The FNS State Systems team has produced a series of training presentations designed to help state agencies understand and comply with the FNS approval process. These eight on-line presentations correspond to FNS Handbook 901, with information on the key documents or phases in the process.

FNS is targeting the areas of program operation listed, for state SNAP Agency Management Evaluations for the upcoming fiscal year. State SNAP agencies are required to conduct MEs for the target areas in the upcoming fiscal year.  

The Department set the QC tolerance threshold at $37 for fiscal year (FY) 2014 and adjusts the threshold each year following Section 3(u)(4) of the Food and Nutrition Act of 2008, as amended. For FY 2019, the tolerance threshold is $37.

FNS is issuing this memorandum on the use of Electronic Benefit Transfer transaction data as evidence of an intentional program violation.

The purpose of this policy memorandum is to provide clarification regarding the effective date of Special Supplemental Nutrition Program for Women, Infants and Children vendor disqualification's that result from the permanent disqualification of a vendor from the Food Stamp Program.
