USDA published a final rule in the Federal Register on Sept. 26, 2023, to expand access to the Community Eligibility Provision by lowering the minimum identified student percentage participation threshold from 40 percent to 25 percent.

Appendix E: Direct Certification Grants Program Proposal Response Guidance. The purpose of the Direct Certification Grants Program Proposal Response Guidance is to increase the consistency and understanding of program planning prior to grant award.

The Child Nutrition and WIC Reauthorization Act of 2004 allows children to be certified as eligible for free meals under the NSLP and the SBP based on participation in other programs authorized under the Food Stamp Act of 1977, as amended. No further application by the child’s household is necessary.
