This is a letter clarifying public charge policy as it pertains to SNAP participation. The letter was sent to SNAP state commissioners in Jan. 2022.

This agreement sets out the requirements for administering the child nutrition programs and the food distribution programs.

This memorandum applies to state agencies administering the National School Lunch Program, School Breakfast Program, and Child and Adult Care Food Program. This document details further instructions and administrative procedures for participation in the reimbursement program established in Sec. 722 of the Act, which makes funding available via state agencies to program operators for the purposes of covering emergency operating costs incurred during the public health emergency

FNS issued eight child nutrition programs off-site monitoring fact sheets to assist states and sponsors in conducting off-site monitoring of child nutrition programs during the pandemic. These documents include a fact sheet that has background information on all programs, as well as separate facts sheets for state and local operators for each program.

FNS is cancelling Policy Memoranda FD-010, FD-027, FD-028, FD-029, FD-032, FD-053, FD-055, FD-071, FD-073, FD-074, FD-083, FD-086, FD-087, FD-090, FD-105, and FD-115. The guidance provided by these memoranda are either outdated, obsolete, or otherwise captured in more current memoranda.

This memorandum, SP20 CACFP07 SFSP06-2019, notifies all child nutrition program state agencies and program operators of guidance the Food and Nutrition Service received from the Office of Management and Budget, OMB M-18-18, authorizing increases to the value of the micro-purchase and simplified acquisition thresholds.

The purpose of this memorandum is to provide guidance on the incorporation of local foods and agriculture-based curriculum in early childhood education and care settings, clarifies policies in the recently published FNS Instruction relevant to local food production and procurement, and includes questions and answers regarding procuring local food for use in the CACFP.

This memo clarifies the small purchase threshold applicable to procurements under FNS programs.

This memorandum provides guidance on implementation of the Healthy, Hunger-Free Kids Act of 2010’s provision regarding a FDCH sponsor’s ability to “carry over” a limited amount of unused administrative payments from one year to the next.
