FNS has used its authority under FFRCA to waive certain onsite monitoring requirements for the school meals programs, the Child and Adult Care Food Program, and the Summer Food Service Program, so that programs can to maintain program integrity and support social distancing while providing meals.
FNS is granting a nationwide waiver of the 60-day reporting requirements to help minimize potential exposure to the novel coronavirus. The purpose of this memorandum is to provide updated guidance on the child nutrition program flexibilities available during unanticipated school closures. Schools may face unanticipated closures due to natural disasters, unscheduled major building repairs, court orders relating to school safety or other issues, labor-management disputes, or, when approved by the state agency, a similar cause.
This memorandum consolidates and clarifies select disaster/emergency policies and procedures applicable to the CSFP, the FDPIR and TEFAP.
This memorandum supersedes SP 25-2012, CACFP 12-2012, SFSP 10-2012, Disaster Response and provides an overview of ways state agencies, school food authorities participating can respond to situations resulting from damage or disruptions due to natural disasters such as hurricanes, tornadoes, and flood as well as other exceptional emergency situations or man-made disasters. Allows state agencies to designate any appropriate facility, which is providing meals to displaced families who are being temporarily housed elsewhere, as a CACFP emergency shelter during a natural disaster or other emergency situation.
This policy memorandum is the result of activities undertaken to plan a government-wide response to a potential human pandemic and addresses the operation of its USDA food programs during a major pandemic event.
During a Presidentially declared disaster/emergency, or during a situation of distress declared by a state or FNS, the state may find it necessary to transport USDA Foods from one area within the state to another in support of disaster feeding efforts. These intra-state transportation costs will be reimbursed by FNS during a Presidentially declared disaster/emergency, and reimbursed by FNS to the extent funds are available during situations of distress.
This memorandum provides guidance to state agencies regarding the treatment of National Flood Insurance Payments in determining the eligibility of households for participation in FDPIR, CSFP or TEFAP.
