This memo clarifies processes to reflect system updates for state agencies pursuing additional verification through the Systematic Alien Verification for Entitlements program that have caused an area of SNAP regulations to become outdated and no longer applicable. This memo provides guidance on the use of SNAP E&T funds to pay for services for individuals who are attending high school. In most cases, it is likely neither legal nor appropriate to use E&T funds to pay for services for individuals are attending high school. In some instances, however, it is allowed and encouraged to use E&T funds for individuals who are of high school age, such as for individuals aged 16-17 who are subject to SNAP work requirements.
On Dec. 5, 2019, the FNS final rule, Supplemental Nutrition Assistance Program: Requirements for Able-Bodied Adults Without Dependents, will publish in the Federal Register. The rule revises the conditions under which FNS would waive, when requested by states, the able-bodied adult without dependents (ABAWD) time limit in areas that have an unemployment rate of over 10 percent or a lack of sufficient jobs. In addition, the rule limits the carryover of unused ABAWD discretionary exemptions.
