This final rule - Child Nutrition Programs: Meal Patterns Consistent With the 2020-2025 Dietary Guidelines for Americans - is the next step in continuing the science-based improvement of school meals and advancing USDA’s commitment to nutrition security.

The FY 2024 TEFAP funding memorandum provides guidance on full-year food and administrative funding allocations.

This webinar gives an overview of the rulemaking process, highlights specific regulatory changes and provisions that impact the school meal programs, and provides information regarding resources for the final rule.

This memorandum provides information about the approximately $943 million in additional support for emergency food programs that USDA is providing in fiscal year 2024 under the statutory authority of the Commodity Credit Corporation Charter Act for distribution through TEFAP.

USDA is committed to providing nutrition assistance to hard-hit families across the country due to the coronavirus pandemic. In support of President Biden’s call to action on hunger, USDA announced that it is increasing the Pandemic EBT benefit by approximately 15 percent, providing more money for low-income families and millions of children missing meals due to school and child care closures.

These resources provide school nutrition professionals with the knowledge and tools to implement and meet the professional standards requirements within their programs.

FNS is aware that schools in multiple states are experiencing milk supply chain challenges related to packaging issues. This memorandum provides state agencies with information about existing authority related to schools and other child nutrition program operators experiencing inadequate milk supply. FNS encourages state agencies to use this authority when needed to support program operators impacted by the current milk packaging challenges. 

TEFAP Administrative Funds and Food Entitlement Allocations

This guidance applies to state agencies and local educational agencies administering the National School Lunch Program and the School Breakfast Program. This guidance provides information on the final rule, Child Nutrition Programs: Community Eligibility Provision – Increasing Options for School.

FNS hosted a webinar to provide state agencies and food banks with information about how TEFAP can support cultural and religious practices around food, particularly those serving kosher and halal observant communities. The webinar featured panelists from state agencies and food banks who have successfully implemented processes to serve these specific communities.
