This memo provides reporting guidance for the FNS-640 report beginning with reporting for school year (SY) 2018-19 due March 1, 2020.

The purpose of this memorandum is to provide additional information on the 5-year review cycle provision of the Child Nutrition Program Integrity final rule. This memorandum relates to program-specific changes in the National School Lunch Program and School Breakfast Program.

States annually update Standard Utility Allowances (SUAs) to reflect changes in utility costs. When determining a household’s eligibility, states consider a household’s total shelter costs, including the cost of utilities. Since actual utility costs are often hard to determine, states can use SUAs, which are standard amounts that represent low-income household utility costs in the state or local area. SUAs may be used in lieu of the household's actual costs when determining eligibility and benefit amount.

FNS will collect and approve information from state agencies on how the various state SNAP agencies develop, update, change and implement options will be determined for SUAs for household.

Attached to this memorandum, please find a revised edition of the Prototype Application for Free and Reduced Price School Meals, with an accompanying instructions document. These materials may be adapted for direct use by state and local agencies, or as a reference for designing an effective application packet that meets all statutory and regulatory requirements. 

This notice invites the general public and other public agencies to comment on this proposed information collection for activities associated with administering emergency allotments (EA) waivers issued by USDA based on a public health emergency declaration by the Secretary of Health and Human Services related to an outbreak of COVID-19.

This information collection addresses the mandatory state agency information and burden estimates associated with the following state agency options under SNAP: establishing and reviewing standard utility allowances and establishing methodology for offsetting cost of producing self-employment income.

SNAP FY 23 state ME target areas.

This memorandum provides clarification on questions related to the collection of race or ethnicity data now that visual identification of race and ethnicity is no longer an allowable practice in the Summer Food Service Program and Child and Adult Care Food Program.

FNS is targeting the areas of program operation listed, for state SNAP Agency Management Evaluations for the upcoming fiscal year. State SNAP agencies are required to conduct MEs for the target areas in the upcoming fiscal year.
