This memorandum provides clarification on questions related to child nutrition program oversight, monitoring, and administration. 

In an effort to make the distribution of P-EBT benefits to eligible children as efficient as possible, USDA has developed a simple P-EBT summer plan template. The template allows states to elect a USDA-determined standard benefit that relieves states of the burden of determining their own benefit levels based on state-specific school district calendars.

The American Rescue Plan Act of 2021 (PL 117-2), provided additional funding for the CSFP. This memorandum provides information on this additional funding in the form of additional caseload allocations.

The Child Tax Credit, part of the American Rescue Plan, significantly expands the child tax credit for 2021 and will be issued to families in monthly payments, beginning in July. The purpose of this memorandum is to ensure that all stakeholders are aware of the federal regulatory requirements related to the disclosure of confidential WIC vendor and participant information.

This Informational memorandum signals USDA FNS’ intent to set forth efforts in support of the American Rescue Plan Act of 2021. The Act provides $390 million for FY 2021, to remain available through FY 2024, to carry out outreach, innovation, and program modernization efforts, including appropriate waivers and flexibility, to increase participation and redemption of benefits.

Attached is the Interim Guidance on WIC Vendor Cost Containment. This interim guidance is intended to assist state agencies in implementing the Vendor Cost Containment Interim Rule published in the Federal Register on Nov. 29, 2005.

FDD has received several complaints recently about dried fruit and grain products that became infested in storage. Therefore, it is imperative that dried fruit and grain products are distributed to the end user as soon as possible after receipt from the vendor to avoid problems with infestation.

The purpose of this policy memorandum is to provide clarification regarding the effective date of Special Supplemental Nutrition Program for Women, Infants and Children vendor disqualification's that result from the permanent disqualification of a vendor from the Food Stamp Program.
