This document announces the effective date of the final rule published on Nov. 21, 2000 at 65 FR 70133.
This final rule amends the regulations governing the procedures for determining eligibility for free and reduced price meals in the National School Lunch Program and the School Breakfast Program.
This proposed rule will increase state agency flexibility in administering the program and maximize the advantages afforded by the technology.
In order to give the new Under Secretary time to review the rule, this action delays the effective date of the final rule (with the exception of one amendment) an additional 60 days to July 31, 2001.

This rule finalizes the proposed rule of the same name which was published Dec. 17, 1999. It implements 13 provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996.
This final rule implements provisions of the Food Stamp Program Improvements Act of 1994 to revise the criteria for eligibility of firms to participate in the Food Stamp Program as retail food stores, and to provide for notification to such firms of eligibility criteria for participation in the Food Stamp Program.
