FNS is committed to supporting WIC state agencies that are pursuing online ordering and online transactions. Bringing these shopping innovations to our participants is expected to improve the WIC shopping experience, increase equity in the program by allowing participants to shop like all other shoppers, and increase WIC benefit redemptions.

The WIC Certification and Eligibility Resource and Best Practices Guide  is a compilation of existing regulations and best practices that WIC state and local agencies may choose to use when determining eligibility for the program.  This simple, 10-page document walks WIC personnel through the certification process.

This Informational memorandum signals USDA FNS’ intent to set forth efforts in support of the American Rescue Plan Act of 2021. The Act provides $390 million for FY 2021, to remain available through FY 2024, to carry out outreach, innovation, and program modernization efforts, including appropriate waivers and flexibility, to increase participation and redemption of benefits.

This memo is inform FNS regional offices and state agencies of the release of the 2021-22 WIC Income Eligibility Guidelines. The 2021-22 Income Eligibility Guidelines are used by state agencies in determining the income eligibility of persons applying to participate in WIC. 

This memorandum transmits the 2021 Income Guidelines or state agencies and ITOs in determining the eligibility of individuals applying to participate in CSFP. These guidelines should be used in conjunction with CSFP regulations which establish household income limits.

On Dec. 27, 2020, the President signed into law the Consolidated Appropriations Act 2021. This Act excludes federal pandemic unemployment compensation payments authorized under the Coronavirus Aid, Relief and Economic Security Act from consideration as income for the purposes of determining FDPIR eligibility. 

This memorandum addresses the eligibility of privately owned or managed adult correctional institutions to receive donated foods for their own use, as charitable institutions, or to receive and use donated foods to provide meals for another charitable institution’s food service.

FNS has reviewed the issue of whether a facility that receives tax credits under the Low-Income Housing Tax Credits program meets the exception to the institution rule as being federally subsidized housing for the elderly pursuant to the Food Stamp Act of 1977.

This memorandum provides guidance to state agencies regarding the treatment of National Flood Insurance Payments in determining the eligibility of households for participation in FDPIR, CSFP or TEFAP.
