Welcome to the USDA Food and Nutrition Service’s Household Certification Training course for the Food Distribution Program on Indian Reservations. FDPIR is a federal program that provides USDA foods to low-income households living on Indian reservations, in designated areas near reservations, and in the State of Oklahoma. FNS developed the FDPIR Household Certification Training course to help Indian Tribal Organization (ITO) and state agency certification workers and their supervisors successfully administer the program.

The purpose of this memorandum is to revise guidance on the use of school and census data to establish area eligibility in the Child and Adult Care Food Program, the At-Risk Afterschool component of CACFP, the Summer Food Service Program, and the Seamless Summer Option of the National School Lunch Program.

This memorandum provides revised policy guidance on certification periods pertaining to zero income households in FDPIR. FNS Handbook 501 provides that households who report zero income month after month must be asked as to how they sustain themselves and other household members.

On March 19, 2012, FNS issued the memo titled Family Day Care Home Administrative Reimbursements: Options and Carryover Reporting Requirements, which described procedures for reporting fiscal year 2011 family day care home administrative payments and carryover. The present memo focuses on reporting family day care home carryover for FY 2012 and beyond.

This memo clarifies options regarding administrative reimbursements and provides guidance for FY 2011 on reporting and managing the unused administrative reimbursements FDCH sponsors may “carry over” into the next FY.
