School food authority certification of compliance with meal requirements data by state.

The Consolidated Appropriations Act of 2023 authorized Summer Electronic Benefits Transfer for Children (Summer EBT) as a permanent federal food assistance entitlement program beginning in summer 2024. Summer EBT has been tested through evaluations of demonstration projects since 2011. With pending implementation of this new program, this is an appropriate time to reflect on what USDA, FNS research has learned through more than a decade of study.

The Agriculture Act of 2014 authorized USDA to enter into cooperative agreements with State agencies to carry out pilot projects designed to raise employment, increase earnings, and reduce reliance on public assistance, including the benefits provided by SNAP

Authorized by the 2014 Farm Bill, the USDA Pilot Project for Procurement of Unprocessed Fruits and Vegetables was designed to provide states with additional flexibility in the procurement of unprocessed fruits and vegetables. Participating states and school food authorities can purchase approved items with existing USDA Foods National School Lunch Program entitlement funds from any USDA Pilot-authorized vendor in support of the school meal standards.

This study develops standard methodologies that might be used to construct standard utility allowances, which are used by States as part of the SNAP eligibility and benefit determination.

This report assesses that pilot and includes a qualitative evaluation of the vendor and ITO experiences and an assessment of pilot costs.

Under the Community Eligibility Provision, schools do not collect or process meal applications for free and reduced-price meals served in the National School Lunch Program and School Breakfast Program. Schools must serve all meals at no cost with any costs in excess of the federal reimbursement paid from non-federal sources. 

The analysis conducted in this study builds on these two strands of the literature and uses three alternate definitions of breakfast: Consumption of any food or beverage. Breakfast intake of food energy greater than 10 percent of the Recommended Dietary Allowance (RDA). Consumption of foods from at least two of five main food groups and intake of food energy greater than 10 percent of the RDA.
