Resource | Research | Assessing/Improving Operations Evaluation of the School Breakfast Program Pilot Project

FNS conducted the three-year pilot from SY 2000–2001 through SY 2002–2003. The aim of this pilot was to study the impact of the availability of universal-free school breakfast on breakfast participation and measures related to elementary school students’ nutritional status and academic performance. This pilot was not intended to evaluate the current SBP or the value of consuming breakfast.

The Child Nutrition and WIC Reauthorization Act of 2004 amended the Richard B. Russell National School Lunch Act to increase the disregard threshold for overpayments to child or adult care institutions participating in the Child and Adult Care Food Program if the total overpayment to the institution for the fiscal year does not exceed an amount that is consistent with the disregards allowed in other programs under the Act.

As described in our Reauthorization Implementation Memo SP 4, Categorical Eligibility for Free Lunches and Breakfasts of Runaway, Homeless, and Migrant Youth,  runaway youth served through grant programs established under the Runaway and Homeless Youth Act are now categorically eligible for free meals in the National School Lunch and School Breakfast Programs.

Section 102 of the Child Nutrition and WIC Reauthorization Act of 2004 amended the Richard B. Russell National School Lunch Act by removing the requirement that schools participating in the National School Lunch Program offer students a variety of fluid milk consistent with prior year preferences.

Resource | Research | Assessing/Improving Operations Evaluation of the National School Lunch Program Application/Verification Pilot Projects

USDA sponsored the NSLP Application/Verification Pilot Projects to test ways to improve the process for certifying students for free or reduced-price meals. This report presents findings on the impacts of two alternatives to the current application-based certification process - Up-Front Documentation and Graduated Verification - that were tested in 12 public school districts over a three-year period.

This notice announces the national average value of donated foods or, where applicable, cash in lieu of donated foods, to be provided in school year 2005 (July 1, 2004 through June 30, 2005) for each lunch served by schools participating in the National School Lunch Program, and for each lunch and supper served by institutions participating in the Child and Adult Care Food Program.
