The USDA Food and Nutrition Service is extending for 120 days the public comment period on the interim final rule, “Establishing the Summer EBT Program and Rural Non-Congregate Option in the Summer Meal Programs.”
The Consolidated Appropriations Act of 2023 authorized Summer Electronic Benefits Transfer for Children (Summer EBT) as a permanent federal food assistance entitlement program beginning in summer 2024. Summer EBT has been tested through evaluations of demonstration projects since 2011. With pending implementation of this new program, this is an appropriate time to reflect on what USDA, FNS research has learned through more than a decade of study.

The goal of the dashboard is to provide national and state level visualization of meals served, participation, and funding data for the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, and Summer Food Service Program. The COVID-19 pandemic significantly impacted school meal operations and has contributed to lasting supply chain issues affecting the cost and availability of food and labor. The School Food Authority Survey II on Supply Chain Disruption and Student Participation was administered to all SFAs operating child nutrition programs in schools to gather information on the impacts of continued supply chain disruptions and the return to standard operations during SY 2022–23.
The information collected from the individuals and households permits them to apply for benefits (including assistance during disasters or situations of distress) or to recertify their eligibility. FNS uses this information to manage the Food Distribution Programs and monitor the use of federal funds.

This document provides the initial study plan for the reevaluation of the Thrifty Food Plan, 2026. This initial study plan is based on information available as of April 2023. The USDA, FNS intends to publish a final study plan by early 2026.
The purpose of this new collection is to collect qualitative and quantitative stakeholder feedback through meetings, focus groups, interviews, other stakeholder interactions and surveys, as well as requests for administrative data, as part of the planning process for FNS regulatory actions, the semi-annual regulatory agenda, research studies, outreach, training and the development of guidance.
