The purpose of this memorandum is to provide additional information on the 5-year review cycle provision of the Child Nutrition Program Integrity final rule. This memorandum relates to program-specific changes in the National School Lunch Program and School Breakfast Program.
Attached to this memorandum, please find a revised edition of the Prototype Application for Free and Reduced Price School Meals, with an accompanying instructions document. These materials may be adapted for direct use by state and local agencies, or as a reference for designing an effective application packet that meets all statutory and regulatory requirements.

FNS is targeting the areas of program operation listed, for state SNAP Agency Management Evaluations for the upcoming fiscal year. State SNAP agencies are required to conduct MEs for the target areas in the upcoming fiscal year.
This waiver facilitates state agencies abilities to conduct a school meal programs administrative review when a school food authority is only operating the National School Lunch Program Seamless Summer Option in SY 2021-22.
On Dec. 27, 2020, the President signed into law the Consolidated Appropriations Act 2021. This Act excludes federal pandemic unemployment compensation payments authorized under the Coronavirus Aid, Relief and Economic Security Act from consideration as income for the purposes of determining FDPIR eligibility.
This waiver cancels selected administrative data reporting requirements in the child nutrition programs.
This extension of Nationwide Waiver of Onsite Monitoring Requirements in the School Meals Programs – Extension, issued June 8, 2020 to waive the requirements until Aug. 31, 2020 applies to the NSLP and the School Breakfast Program. The onsite monitoring portion of this waiver remains in effect through June 30, 2021.
