FNS is conducting a study, Understanding Risk Assessment in Supplemental Nutrition Assistance Program Payment Accuracy, to develop a comprehensive picture of whether and how SNAP state agencies use RA tools and determine if these tools create disparate impacts on protected classes.
USDA is issuing this notice of proposed rulemaking to improve SNAP's quality control system as required in the Agriculture Improvement Act of 2018.
USDA FNS is providing notice of a new computer matching program (CMP) between FNS and the state agencies that administer SNAP. FNS is issuing a final rule to amend Supplemental Nutrition Assistance Program regulations to allow state agencies to deny a request for a replacement card until contact is made by the household with the state agency, if the requests for replacement cards are determined to be excessive.
The purpose of this final rule is to implement the Food Stamp Program retailer provisions included in the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, as well as the retailer provision included in the Federal Agriculture Improvement and Reform Act.
