The purpose of this policy memorandum is to provide further guidance and clarity on new donated food insurance requirements for state distributing agencies, subdistributing agencies, select commercial storage facilities, and recipient agencies that have agreements with the state distributing agency or subdistributing agency to store and distribute donated foods.

State agencies must exercise diligence to ensure that TEFAP food inventories are managed effectively, efficiently, and without waste. The purpose of this policy memorandum is to provide state agencies with the direction and guidance necessary in maintaining proper inventory levels of USDA Foods for TEFAP, including the estimation of monthly utilization rates for new or bonus USDA Foods for which there are no historical usage records.

Policy Memorandum FD-126 provides clarification on 7 CFR 251.10(e)(2)(i). This memorandum outlines the method state agencies should use to monitor eligible recipient agencies' expenditures of TEFAP administrative funds.  

The purpose of this memorandum is to outline the procedures for each food distribution program in addressing organizations that have lost tax-exempt status for failing to meet IRS filing requirements.

This memorandum clarifies FNS policy regarding civil rights training for volunteers in CSFP, TEFAP, and FDPIR. Additional information may be found in FNS Instruction 113-1.

Policy Memorandum FD-082, Responsibilities for Claims for Food Losses (dated Dec. 10, 2008) is cancelled. The guidance provided by this policy memorandum has been incorporated in FNS Instruction 410-1, Claims for Losses of Donated Foods and Related Administrative Losses-Procedures for the State Distributing Agency, as revised on Dec. 29, 2010.

This policy memorandum consolidates requirements for the SDA when reporting the distribution of donated foods, and when requesting the replacement of such foods, in disasters, emergencies and situations of distress. 

This policy memorandum clarifies the audit-related tracking and notification requirements for TEFAP state agencies and Eligible Recipient Agencies that further distribute or pass-through TEFAP food or funds to ERAs and are subject to audit requirements under 7 CFR Part 3052.

The American Recovery and Reinvestment Act of 2009  created the Filipino Veterans Equity Compensation Fund for certain veterans, or surviving spouses of veterans, who served in the military of the Government of the Commonwealth of the Philippines during World War II. 

This memorandum clarifies FNS regulations and policies regarding the allowability of requiring payment and soliciting contributions (i.e., "payments" or "pay") in exchange for foods from FNS program participants.
