This memo clarifies how the food safety inspection requirement is to be carried out by program operators on military bases, Indian reservations and Residential Child Care Institutions (RCCIs).

This interim rule revises regulations governing the WIC food packages to align the WIC food packages with the Dietary Guidelines for Americans and current infant feeding practice guidelines of the American Academy of Pediatrics, better promote and support the establishment of successful long-term breastfeeding, provide WIC participants with a wider variety of food, and provide WIC state agencies with greater flexibility in prescribing food packages to accommodate participants with cultural food preferences.

FNS is revising the regulations governing procedures related to the procurement of goods and services in the National School Lunch Program, School Breakfast Program and Special Milk Program to remedy deficiencies identified in audits and program reviews.

FNS has become aware of a growing trend in states to consolidate or centralize some or all of the state's IT services across departmental lines. Because these organizational changes can have unintended consequences for our Food Stamp and WIC state agencies, we think it prudent to remind states of FNS requirements regarding such arrangements.

It has come to our attention that there may be some confusion concerning fluid milk, and how it is offered in reimbursable lunches. Under all menu planning approaches, fluid milk is a separate food component/menu item.
