This memorandum replaces the WIC Informational Memorandum dated Aug. 10, 2022. In particular, the USDA FNS State Systems Office (SSO) has revised the section titled Threshold for FNS Review of EBT Projects after Statewide EBT. Handbook 901 will be updated to reflect this revised guidance.

The American Rescue Plan Act of 2021 provided USDA with $390 million, available through FY 2024, to carry out outreach, innovation, and program modernization efforts to increase participation and redemption of benefits for both the WIC program and the WIC Farmers’ Market Nutrition Program.

This memo is inform FNS regional offices and state agencies of the release of the 2021-22 WIC Income Eligibility Guidelines. The 2021-22 Income Eligibility Guidelines are used by state agencies in determining the income eligibility of persons applying to participate in WIC. 

The primary purpose of the rule was to strengthen the requirements for adequate testing and pilot before rolling out a new management information system or major system changes. The rule also made changes to the SNAP regulations to provide clarifications and revisions since the last update which occurred in 1996.

In March 2007, WIC state agencies and regional offices received a memorandum that provided guidance on the process for State Agency Model (SAM) transfers. That guidance included: 1) the priority for funding, 2) the components of the streamlined Implementation Advance Planning Document (IAPD), and 3) examples of justification for non-SAM transfers.

This memorandum provides guidance concerning allowable FMNP cost that may be covered with Federal WIC funds.

This final rule implements three FMNP-related nondiscretionary provisions mandated in the William F. Goodling Child Nutrition Reauthorization Act of 1998. The three provisions pertain to the use of program income as a state matching fund source, elimination of specific state plan ranking criteria used to determine funding preferences, and use of expansion funds to increase the value of benefits to recipients.
