The Food and Nutrition Service proposes to amend its regulations to implement several work-related provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. This proposed rule makes significant changes to current work rules, including requirements for the Food Stamp Employment and Training Program and the optional workfare program.
Reconciliation Act of 1996 that add new eligibility requirements, increase existing penalties for failure to comply with program rules, and establish a time limit for food stamp participation of three months in three years for able-bodied adults without children who are not working.
This action proposes to revise the initial application processing timeframe for retail food stores and wholesale food concerns that apply for authorization to accept and redeem food stamp benefits and clarify verification requirements.
The proposed rule entitled Modification of the ‘‘Vegetable Protein Products’’ Requirements for the National School Lunch Program, the School Breakfast Program, the Summer Food Service Program and the Child and Adult Care Food Program was published in the Federal Register (64 FR 38839– 38844) on July 20, 1999.
The Food and Nutrition Service is proposing to update the requirements on using Vegetable Protein Products in the National School Lunch Program, School Breakfast Program, Summer Food Service Program, and Child and Adult Care Food Program (the child nutrition programs) given changes in food technology since the current provisions were adopted.
On Aug. 22, 1996, the President signed the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. This rule proposes to amend the Food Stamp Program Regulations to implement the non-discretionary provisions of this law which affect the Food Stamp Program.
This proposed rule would implement provisions of the Food Stamp Program Improvements Act of 1994 to revise the criteria for eligibility of firms to participate in the Food Stamp Program as retail food stores, and to provide for notification to such firms of eligibility criteria for participation in the FSP.
This rule proposes to implement the Electronic Benefit Transfer provisions found in Section 825 of this law which affect the Food Stamp Program.
The Food and Nutrition Service (FNS) proposes to revise Food Stamp Program (FSP) regulations about approval of Electronic Benefits Transfer (EBT) systems and how States arrange for those systems to be audited.
