Biden signed the American Rescue Plan Act of 2021 providing support for American families, state governments, and communities to rebuild lives and respond to the COVID-19 public health emergency. This letter discusses important opportunities to support low-income families by advising them of the Child Tax Credit.

The purpose of this Toolkit is to provide state agencies with guidance and resources to plan and implement Employment and Training (E&T) Programs under the Supplemental Nutrition Assistance Program (SNAP, formerly called the Food Stamp Program). 

Households with a child  approved to receive free or reduced price meals under the National School Lunch Program or the School Breakfast Program during the 2019-2020 or 2020-2021 school year are eligible for the Federal Communication Commission’s Emergency Broadband Benefit. EBB is a federal program to help eligible families pay for internet service during the pandemic.

This Informational memorandum signals USDA FNS’ intent to set forth efforts in support of the American Rescue Plan Act of 2021. The Act provides $390 million for FY 2021, to remain available through FY 2024, to carry out outreach, innovation, and program modernization efforts, including appropriate waivers and flexibility, to increase participation and redemption of benefits.
