The purpose of this memorandum is to announce the implementation, effective Dec. 15, 2007, of the modifications to the TEFAP allocation formula that we proposed in the Federal Register notice published on Oct. 24, 2007.

National Interim Head Start Grantee Participation in CACFP: Community Development Institute

In an effort to provide administrative relief to state agencies and Summer Food Service Program sponsoring organizations, we are extending to the SFSP a provision of the CACFP that allows state agencies and institutions to rely upon a determination of area eligibility for up to five years when based on National School Lunch Program data.

Value Enhancement Nutrition Assessment (VENA) 

The Richard B. Russell National School Lunch Act requires that, when a single state agency administers the National School Lunch Program and any other child nutrition program, the state must have a single agreement and claim form for any school food authority which administer any combination of the programs.

There have been multiple questions concerning software programs that scan free or reduced price applications but only capture income as whole dollar amounts.

This memorandum addresses the eligibility of privately owned or managed adult correctional institutions to receive donated foods for their own use, as charitable institutions, or to receive and use donated foods to provide meals for another charitable institution’s food service.

This memorandum provides instructions on how to reconcile the physical inventory conducted at a distributing agency- or subdistributing agency-level storage facility with the book inventory required to be maintained for that facility.

Attached is the Interim Guidance on WIC Vendor Cost Containment. This interim guidance is intended to assist state agencies in implementing the Vendor Cost Containment Interim Rule published in the Federal Register on Nov. 29, 2005.
