FNS 113-1: Civil Rights Compliance and Enforcement
The purpose of this Instruction is to establish and convey policy and provide guidance and direction to the USDA Food and Nutrition Service and its recipients and customers, and ensure compliance with and enforcement of the prohibition against discrimination in all FNS nutrition programs and activities, whether federally funded in whole or not.

Amounts and Use of Nonfat Dry Milk, Whole Dry Milk, and Canned Evaporated Milk Equivalent to One-Half Pint of Fluid Whole Milk
This Instruction prescribes the amounts and use of nonfat dry milk, whole dry milk, and canned evaporated milk which are equivalent to one-half pint of fluid whole milk. These equivalents are to be used in schools approved for the service of lunches without milk.
