The purpose of this memorandum is to provide guidance regarding the rounding procedures to be used when determining the total resources and net monthly income of FDPIR applicant households.

Policy Memoranda FD-021, FDPIR Match Requirement (dated June 5, 2003), and FD-068, Indirect Cost Rates in the FDPIR Budget Process (dated Nov. 8, 2007), are cancelled. The guidance provided by these policy memoranda has been incorporated in the newly revised FNS Instruction 716-4, Administrative Budget Negotiation Guidance for the Food Distribution Program in Indian Reservations and the Food Distribution Program for Indian Households in Oklahoma.

This instruction establishes uniform policy for regional offices to follow in negotiating annual administrative budgets with the Indian Tribal Organizations and state agencies that administer the Food Distribution Program on Indian Reservations and Food Distribution Program for Indian Households in Oklahoma. 

This memorandum provides clarification regarding payments made to individuals under PL 101-426, the Radiation Exposure Compensation Act, as amended. Those payments shall not be counted as income or resources for the purpose of determining eligibility for participation in FDPIR.

The purpose of this memo is to highlight previously issued guidance on the disclosure of eligibility information between child nutrition programs, and to offer clarification on the application of this policy.

This memorandum provides the information needed to conduct the reallocation of CACFP audit funds.

This Instruction clarifies those areas in the CACFP regulations where the approval of FNS is required before an action can be initiated. In some cases, the FNS regional office will grant final approval.

This Instruction provides guidelines for determining the eligibility of individuals over 12 years of age with mental or physical disabilities in child care facilities under the CACFP. Note, individuals above age 18 years with mental or physical disabilities are also eligible for participation in adult day care centers participating in the CACFP.

Section 17(h)(1)(D) of the National School Lunch Act and program regulations require that commodities be made available to all institutions expressing a preference for them unless the appropriate Food and Nutrition Service regional office approves the state agency's request for a complete cashout of commodities.

This Instruction establishes CACFP policy governing the monthly reconciliation of claims submitted by family day care home providers to sponsoring organizations.
