During a Presidentially declared disaster/emergency, or during a situation of distress declared by a state or FNS, the state may find it necessary to transport USDA Foods from one area within the state to another in support of disaster feeding efforts.  These intra-state transportation costs will be reimbursed by FNS during a Presidentially declared disaster/emergency, and reimbursed by FNS to the extent funds are available during situations of distress.  

This memorandum transmits the first set of Questions and Answers that the Program Development Division has received about excluding the special weekly $25 Unemployment Compensation payments.

The following chart clarifies what verification requirements are mandatory at initial certification and describes the program flexibility within those requirements that may help reduce workload. This final rule incorporates into the Senior Farmers’ Market Nutrition Program regulations, statutory provisions set forth in the Farm Bill of 2008. The three provisions include adding honey as an eligible food for purchase with SFMNP  benefits, prohibiting the value of SFMNP benefits from consideration as income or resources when determining eligibility for other programs under any federal, state or local law, and prohibiting the collection of state or local tax on a purchase of food with a benefit distributed under the SFMNP.

The final rule entitled Special Supplemental Nutrition Program for Women, Infants and Children: Vendor Cost Containment was published on Oct. 8, 2009. The Office of Management and Budget cleared the associated information collection requirements on Nov. 2, 2009. This document announces approval of the ICR.

Supplemental Nutrition Assistance Program recipient claims are established and collected against households that receive more benefits than they are entitled to receive. This rulemaking corrects and clarifies provisions of the final rule on recipient claims published at 65 FR 41752, July 6, 2000.

This memorandum clarifies FNS regulations and policies regarding the allowability of requiring payment and soliciting contributions (i.e., "payments" or "pay") in exchange for foods from FNS program participants.
