Under this waiver, for all states, Summer Food Service Program and National School Lunch Program Seamless Summer Option closed enrolled sites during the COVID-19 public health emergency may determine site eligibility through area eligibility without collecting income eligibility applications.

In school year 2013-14, FNS introduced the unified administrative review and a 3-year review cycle. Since then, FNS has received feedback about the difficulties of the shorter review cycle, both for the state agencies conducting the reviews, and for school food authorities preparing for and responding to reviews.

School food authorities (SFAs) participating in the National School Lunch and School Breakfast programs are required to verify income for a small percentage of households approved for free or reduced price meals each school year. However, getting households to respond to verification requests can be challenging for SFA staff. If households do not respond, they lose their benefits regardless of their actual eligibility.
