This notice announces the Department's annual adjustments to the Income Eligibility Guidelines to be used in determining eligibility for free and reduced price meals and free milk for the period from July 1, 2018 through June 30, 2019.

The manual provides comprehensive information on federal requirements, policies, and procedures, and is intended to help state agencies and local educational agencies accurately determine, certify, and verify children’s eligibility for free and reduced price school meals and free milk.

This notice announces the Department's annual adjustments to the Income Eligibility Guidelines to be used in determining eligibility for free and reduced price meals and free milk for the period from July 1, 2017 through June 30, 2018.

The purpose of this memorandum is to revise guidance on the use of school and census data to establish area eligibility in the Child and Adult Care Food Program, the At-Risk Afterschool component of CACFP, the Summer Food Service Program, and the Seamless Summer Option of the National School Lunch Program.

This notice announces the annual adjustments to the national average payment rates for meals and snacks served in child care centers, outside-school-hours care centers, at-risk afterschool care centers, and adult day care centers; the food service payment rates for meals and snacks served in day care homes; and the administrative reimbursement rates for sponsoring organizations of day care homes, to reflect changes in the Consumer Price Index.

This is a revision of a currently approved collection for determining eligibility for free and reduced price meals and free milk as stated in 7 CFR part 245.

FNS is aware that school food authorities and program operators may be operating NSLP, SBP, and other child nutrition programs, in a way that includes offering reimbursable meals and non-program foods (a la carte sales, catering, adult meals, etc.) using foods from popular franchise restaurants through a franchise agreement.

Parts of this memorandum have been rescinded by SFSP01-2019: Summer Food Service Program Memoranda Rescission, Oct. 11, 2018. Rescinded policy has been struck through.
