This memo provides guidance on the use of SNAP E&T funds to pay for services for individuals who are attending high school. In most cases, it is likely neither legal nor appropriate to use E&T funds to pay for services for individuals are attending high school. In some instances, however, it is allowed and encouraged to use E&T funds for individuals who are of high school age, such as for individuals aged 16-17 who are subject to SNAP work requirements.

This document provides information to states to assist in the development of state plans to operate Pandemic EBT (P-EBT) for school children during school year 2020-21.

The Continuing Appropriations Act 2021 and Other Extensions Act extends Pandemic EBT through the end of September 2021. That means that P-EBT is now available for all of school year 2020-2021.

This memo is addressed to TEFAP state agencies and provides the initial allocations for FY 2021 Farm to Food Bank Projects. This memo includes details on information collections under OMB# 0584-0293 and OMB# 0584-0594.

FNS is issuing the attached set of questions and answers to address inquiries received about the implementation of the April 30, 2020, waiver of March, April and May 2020 SNAP QC reviews. 

Consistent with the CARES Act, USDA will be allocating the $50 million for facility improvements and equipment upgrades to Indian Tribal Organizations and state agencies that administer FDPIR for program costs allowable under the law.

The Coronavirus Aid, Relief and Economic Security Act  provides $450 million in supplemental funding for TEFAP for FY 2020, with up to $150 million of the supplemental funding is available as administrative funds and the remaining amount will be made available as food funds. 

This is the first set of questions and answers for SNAP state agencies in response to questions received about the Families First Coronavirus Response Act and flexibilities available for program administration during the COVID-19 public health emergency.

The ITO/state agency must submit Form FNS-152, Monthly Distribution of Donated Foods to Family Units,  that documents the data obtained in the physical inventory with the perpetual inventory record. Shortages must be reported to the appropriate FNS regional office.
