This memorandum includes questions and answers on flexibilities available to CSFP state agencies, including Indian Tribal Organizations, in the operation of CSFP. These flexibilities may assist state agencies that administer CSFP in continuing to provide food to seniors in need during the novel COVID-19 public health emergency.

This final national caseload level ensures that resources are sufficient to provide full food packages to participants throughout the caseload cycle. The USDA Food and Nutrition Service conducts a variety of studies, evaluations, and related activities that respond to the needs of policymakers and managers and help ensure that nutrition assistance programs achieve their goals effectively. This plan provides short descriptions of projects that are expected to launch in fiscal year (FY) 2025. 

It reflects decisions by FNS program and research staff and leadership on the best use of available research funding to meet current information needs that are aligned with agency priorities to improve program efficiency, integrity, and nutrition. FNS developed this plan in consultation with the agencies of the Research, Education, and Economics (REE) Mission Area. 

This memorandum transmits the 2024 income guidelines for state agencies and tribes in determining the eligibility of individuals applying to participate in CSFP.

This memorandum clarifies FNS regulations and policies regarding the allowability of requiring payment and soliciting contributions (i.e., "payments" or "pay") in exchange for foods from FNS program participants.

Per CSFP regulations, participants are prohibited from receiving CSFP benefits and WIC benefits at the same time. However, there is no prohibition against simultaneous participation in CSFP and other FNS programs including but not limited to SNAP, TEFAP, and the SFMNP, provided the eligibility requirements for these programs are met.

This policy memorandum is the result of activities undertaken to plan a government-wide response to a potential human pandemic and addresses the operation of its USDA food programs during a major pandemic event.
