Questions have arisen regarding the eligibility for reimbursement of meals served to children who are placed by a public school district in special schools or institutions which are either not eligible to participate or choose not to participate in the NSLP and/or SBP.

The aim of this pilot is to study the impact of the availability of universal-free school breakfast on breakfast participation and measures related to students’ nutritional status and academic performance. This pilot is not intended to evaluate the current SBP or the value of consuming breakfast.

This memorandum presents FNS' position on Women, Infants and Children (WIC) Electronic Benefits Transfer (EBT) system development approaches and funding support.

Provision 2 requires that the school serve meals to participating children at no charge but reduces application burdens to once every 4 years and simplifies meal counting and claiming procedures by allowing a school to receive meal reimbursement based on claiming percentages.

This Instruction establishes policy for charging allowable costs associated with the administration of TEFAP, and for assigning such costs to states and eligible recipient agencies (ERAs).  Such classification of costs is necessary in order to demonstrate compliance with the statutory and regulatory requirements described in section II, of this document.

In rule document 02–15776 beginning on page 43448 in the issue of Thursday, June 27, 2002, make the following correction:

This memorandum provides guidance concerning allowable FMNP costs that may be covered with federal WIC funds. It is intended to promote accuracy and uniformity in the application of allowable cost principles to decisions about FMNP related costs, as state agencies seek to maximize federal funding.

A letter about the summary of state options to urge full consideration of food stamp policy options, which can improve customer service and streamline program administration.

We are issuing this memorandum to clarify that emergency shelters that operate afterschool care programs with education or enrichment activities for homeless children and youth during the regular school year are automatically eligible for at-risk afterschool snacks under CACFP.

The Food and Nutrition Service is issuing final regulations amending the meal pattern for infants less than 12 months of age in the National School Lunch Program, the School Breakfast Program, and the Child and Adult Care Food Program.
