The final rule - Child Nutrition Programs: Revisions to Meal Patterns Consistent with the 2020 Dietary Guidelines for Americans - is the next step in an ongoing effort toward healthier school meals that USDA and the broader school meals community have been partnering on for well over a decade.  This table is a reference tool for stakeholders to visualize the proposed implementation timeline.

Professional Standards for school nutrition professionals is a key provision of the Healthy, Hunger-Free Kids Act of 2010. The final rule, published March 2, 2015, requires a minimum amount of annual training hours for all state directors of school nutrition programs, state director of distributing agencies, school nutrition program directors, managers, and staff.

Section 304 of the Healthy, Hunger-Free Kids Act of 2010 requires local educational agencies that demonstrate high levels of, or a high risk for administrative error associated with certification, verification and other administrative processes to conduct an independent review of the initial eligibility determinations for free and reduced price school meal applications for accuracy prior to notifying households of eligibility. 

To assist state agencies and FNS to better monitor the use of Section 201 funds, as mentioned in our August 15, 2014 memorandum SP60-2014 (Second Extension of Grant Period for State Administrative Funds to Implement New Meal Pattern Requirements), FNS has changed the frequency of financial reporting from annual reporting to quarterly reporting beginning with the fiscal year (FY) 2015.

These materials were compiled to assist companies who are developing or revising certification of compliance/menu planning software for USDA to approve for use in certification of compliance with the National School Lunch Program meal pattern requirements.

FNS menu worksheet is a tool designed to assist school food authorities in demonstrating that each of the menus meets the new meal pattern for the National School Lunch Program and School Breakfast Program.

Attached for your use is a prototype Performance Work Statement, Evaluation Criteria and Performance Metrics document to assist state agencies that wish to procure a contract(s) to perform the performance-based reimbursement certification and other training activities to support the Certification of Compliance With Meal Requirements for the National School Lunch Program Under the Healthy, Hunger-Free Kids Act of 2010 Interim Rule and the new meal pattern final rule.
