The information in this second year report (school year 2012-13), the first year new lunch standards were implemented, will provide data for observing the improvements resulting from the implementation of the Healthy, Hunger-Free Kids Act. Data was collected from a survey of all state child nutrition directors and a nationally representative sample of school food authorities.

This rule revises and clarifies requirements to ensure that USDA donated foods are distributed, stored, and managed in the safest, most efficient, and cost-effective manner, at state and recipient agency levels. The rule also reduces administrative and reporting requirements for state distributing agencies, revises or clarifies regulatory provisions relating to accountability for donated foods, and rewrites much of the regulations in a more user-friendly, plain language, format.

This study updates a 2009 analysis of the nutrient and food group content of the USDA Foods offered and delivered through federal nutrition assistance programs. The study also estimated the Healthy Eating Index (HEI) scores under the HEI-2010 and the HEI-2005 scoring systems for each program’s benefits.
