The USDA Food and Nutrition Service is extending for 120 days the public comment period on the interim final rule, “Establishing the Summer EBT Program and Rural Non-Congregate Option in the Summer Meal Programs.” 

USDA proposes to remove barriers to online ordering and internet-based transactions in WIC through this rulemaking. 

This rulemaking proposes to revise regulations governing the WIC food packages to align them with the current Dietary Guidelines for Americans and reflect recommendations made by the National Academies of Sciences, Engineering and Medicine in its 2017 report, “Review of WIC Food Packages: Improving Balance and Choice. while promoting nutrition security and equity and taking into account program administration considerations.

WIC was established as a permanent program in 1974 to safeguard the health of low-income women, infants, and children up to age 5 who are at nutritional risk. This mission is carried out by providing nutritious foods to supplement diets, nutrition education (including breastfeeding promotion and support), and referrals to health and other social services. 

FNS issued eight child nutrition programs off-site monitoring fact sheets to assist states and sponsors in conducting off-site monitoring of child nutrition programs during the pandemic. These documents include a fact sheet that has background information on all programs, as well as separate facts sheets for state and local operators for each program.

The Special Milk Program provides milk to children in schools, child care institutions and eligible camps that do not participate in other federal child nutrition meal service programs. The program reimburses schools and institutions for the milk they serve. In 2011, 3,848 schools and residential child care institutions participated, along with 782 summer camps and 527 non‐residential child care institutions. Schools in the National School Lunch or School Breakfast Programs may also participate in the Special Milk Program to provide milk to children in half‐day pre‐kindergarten and kindergarten programs where children do not have access to the school meal programs.

This final rule updates the meal pattern requirements for the Child and Adult Care Food Program to better align them with the Dietary Guidelines for Americans, as required by the Healthy, Hunger-Free Kids Act of 2010.

Immunizing children against certain diseases is one important way to help them stay healthy. WIC’s mission is to be a partner with other services that are important to childhood and family well-being, such as immunizations. As an adjunct to services that provide immunizations, the WIC program’s role is to find out about a child’s need for immunizations and share that information with parents, including where to get a child immunized.

This final rule considers public comments submitted in response to the proposed rule published Feb. 28, 2013 and implements the provisions set forth in the Healthy, Hunger-Free Kids Act of 2010 related to electronic benefit transfer (EBT) for the WIC program.

This rule proposes changes to the meal pattern requirements for the Child and Adult Care Food Program to better align the meal patterns with the 2010 Dietary Guidelines for Americans, as required by the Healthy, Hunger-Free Kids Act of 2010 (HHFKA).
