Attached for your use is a prototype Performance Work Statement, Evaluation Criteria and Performance Metrics document to assist state agencies that wish to procure a contract(s) to perform the performance-based reimbursement certification and other training activities to support the Certification of Compliance With Meal Requirements for the National School Lunch Program Under the Healthy, Hunger-Free Kids Act of 2010 Interim Rule and the new meal pattern final rule.

This supersedes the Jan. 7, 2010, version of the policy memo, Exclusion of Military Combat Pay. In addition to combat pay and other income received by deployed service members, this memorandum addresses Deployment Extension Incentive Pay.

The American Recovery and Reinvestment Act of 2009 created the Filipino Veterans Equity Compensation Fund for certain veterans, or surviving spouses of veterans, who served in the military of the Government of the Commonwealth of the Philippines during World War II and directs the Secretary of Veterans Affairs to provide one time payments of up to $15,000 to eligible persons.

This memorandum provides clarification regarding payments made to individuals under PL 101-426, the Radiation Exposure Compensation Act, as amended. Those payments shall not be counted as income or resources for the purpose of determining eligibility for participation in FDPIR.

This policy memorandum outlines the requirements for the revised WIC Advance Planning Document process and provides additional guidance to state agencies that are interested in the transfer of a SAM system.

PL 109-163 made the Department of Defense’s Family Subsistence Supplemental Allowance  permanently available.
