SNAP’s QC system uses a tolerance level to set the threshold for determining which errors are included in the national payment error rate calculation. The first year the TFP based adjustment will occur is FY 2015. FNS is adjusting the threshold using the TFP for the 48 contiguous states and the District of Columbia. FNS calculated the percentage change between the June 30, 2013 TFP (FY 2014) and the June 30, 2014 TFP (FY 2015). FNS has applied that percentage to the $37 QC tolerance level, which results in an increase to $38.

Biden signed into law the Consolidated Appropriations Act, 2023 (the Omnibus), which includes provisions for the replacement of stolen EBT benefits with federal funds.
USDA's FNS and ACF at the Department of Health and Human Services are aware of increasing reports of benefit theft by criminal actors through EBT card skimming schemes. The tolerance threshold will increase from $39 in FY 21 to $48 in FY 22. This memo corrects the previous version that incorrectly stated the FY 21 threshold as $37. There are no other changes.
On April 30, 2021, FNS issued a memo that SNAP Quality Control will resume nationwide starting July 2021, with special QC review procedures related to COVID-related adjustments, and provides state agencies with a blanket waiver regarding the QC face-to-face interview.
