This memorandum notifies state agencies and local program operators of recently updated rules issued by the Federal Communications Commission regarding the calculation of discount rates under the E-Rate program for schools electing the Community Eligibility Provision.
Section 4 of the Richard B. Russell National School Lunch Act provides general cash for food assistance payments to states to assist schools in purchasing food. The NSLA provides two different section 4 payment levels for lunches served under the NSLP.
Attached are revised Questions and Answers related to the final rule entitled, Certification of Compliance with Meal Requirements for the National School Lunch Program under the Healthy, Hunger-Free Kids Act of 2010.
The purpose of this memorandum is to clarify for state and local operators of the school meal programs the permissible use of funds from the nonprofit school food service account to lower or eliminate reduced price student meal charges.
