This memorandum clarifies the flexibility available to local educational agency officials for establishing the effective date of eligibility for children certified for free or reduced price meals in the National School Lunch and School Breakfast Programs and free milk in the Special Milk Program based on household applications.
Letter to Households: Notification of Selection for Verification of Eligibility
The Department of Defense Fresh Fruit and Vegetable Program allows schools to use their USDA Foods entitlement dollars to buy fresh produce. The program, operated by DoD’s Defense Logistics Agency, began in SY 1994-95 as a pilot in eight states. As of 2013, schools in 46 states, the District of Columbia, Puerto Rico, the Virgin Islands and Guam participate; schools are anticipated to receive more than $100 million worth of produce through the program during SY 2012-13.
This memo clarifies the small purchase threshold applicable to procurements under FNS programs.
The purpose of this memorandum is to emphasize the importance of the state agency and school food authority oversight and monitoring of contracts with food service management companies and to provide guidance for these activities.

This memorandum extends this categorical eligibility provision to the National School Lunch Program, the School Breakfast Program, the Special Milk Program for Children, and closed enrolled sites in the Summer Food Service Program.
