This policy memorandum provides guidance on implementing the provisions that requires state agencies to include white potatoes as an eligible purchase with the WIC cash-value voucher.

This memorandum provides revised policy guidance on certification periods pertaining to zero income households in FDPIR. FNS Handbook 501 provides that households who report zero income month after month must be asked as to how they sustain themselves and other household members.

The purpose of this memorandum is to provide questions and answers to help Indian Tribal Organizations and state agencies implement provisions of the final rule: Food Distribution Program on Indian Reservations: Income Deductions & Resource Eligibility.

Policy Memorandum No. FD-024, Household Overissuance (issued March 9, 2004), is cancelled. The guidance provided by Policy Memorandum No. FD-024 is contained in the newly revised FNS 501 Handbook (August 2005). 

The Child Nutrition and WIC Reauthorization Act of 2004 amended sections of the Richard B. Russell National School Lunch Act affecting the eligibility determination process for free and reduced price benefits under the National School Lunch Program, School Breakfast Program and the Special Milk Program for Children.

The Child Nutrition and WIC Reauthorization Act of 2004 allows children to be certified as eligible for free meals under the NSLP and the SBP based on participation in other programs authorized under the Food Stamp Act of 1977, as amended. No further application by the child’s household is necessary.
