This notice announces the surplus and purchased foods that USDA expects to make available for donation to states for use in providing nutrition assistance to the needy under TEFAP in FY 2016. The foods made available under this notice must, at the discretion of the state, be distributed to eligible recipient agencies for use in preparing meals and/or for distribution to households for home consumption.

This memorandum provides the fiscal year (FY) 2016 Cost-of-Living Adjustments (COLA) to the Supplemental Nutrition Assistance Program (SNAP) maximum allotments, income eligibility standards, and deductions. Under the Food and Nutrition Act of 2008, as amended, COLAs are effective as of Oct. 1, 2015.

Offer versus Serve is a provision in the NSLP and School Breakfast Program that allows students to decline some of the food offered. The goals of OVS are to reduce food waste in the school meals programs while permitting students to decline foods they do not intend to eat. 

This rule proposes changes to the meal pattern requirements for the Child and Adult Care Food Program to better align the meal patterns with the 2010 Dietary Guidelines for Americans, as required by the Healthy, Hunger-Free Kids Act of 2010 (HHFKA).

This rule proposes changes to the meal pattern requirements for the Child and Adult Care Food Program to better align the meal patterns with the 2010 Dietary Guidelines for Americans, as required by the Healthy, Hunger-Free Kids Act of 2010.

The purpose of this memorandum is to provide guidance on meal service requirements in the Summer Food Service Program (SFSP) and the National School Lunch Program’s (NSLP) Seamless Summer Option (SSO).
