The proposed rule would encourage broader application of the statutory ABAWD work requirement, consistent with the Administration's focus on fostering self-sufficiency.

The purpose of this memorandum is to provide guidance for state agencies and program operators on the status of nationwide waivers of statutory and regulatory requirements in the Summer Food Service Program.

This memorandum outlines the approach FNS will begin to take to work with state agencies as they request approval for new demonstration projects or renewal of existing projects, to ensure all active demonstration projects are testing innovative approaches with appropriate evaluations. 

In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on the proposed information collection. This is a revision of a currently approved collection associated with requests by state agencies to operate a Disaster Supplemental Nutrition Assistance Program (D-SNAP) to temporarily provide food assistance to households following a disaster.

In accordance with the Paperwork Reduction Act of 1995, this notice invites the public and other public agencies to comment on this proposed information collection. This is a request for an extension of a current information collection for the purpose of evaluating the Fiscal Year 2015 Pilot Projects to Reduce Dependency and Increase Work Requirements and Work Effort Under the Supplemental Nutrition Assistance Program.

FNS is issuing guidance on addressing vulnerable populations in response to state requests to describe lessons learned from recent disasters and practices state agencies can use in planning and implementing D-SNAPs. 

Due to the power outages, severe flooding and displacements from homes caused by the Kilauea Volcanic Eruption, and effective immediately, retail food stores licensed by the Food and Nutrition Service and located in Hawaii County may accept SNAP benefits in exchange for HOT foods and foods intended to be consumed on retailer premises.

The Office of lnspector General's 2016 Audit Report, Food and Nutrition Service Controls over SNAP Benefits for Able Bodied Adults without Dependents, recommended that FNS perform analysis to identify problematic areas for states in terms of ABAWD policy and then provide states with additional best practices to address those areas. 

The Food and Nutrition Act of 2008 limits the amount of time an able-bodied adult without dependents (ABAWD) can receive SNAP benefits to 3 months in a 36-month period, unless the individual is working and/or participating in a work program half-time or more, or participating in workfare.

This memorandum provides a reminder overview of options available under current program policy and regulation for connecting children and adult survivors, who have evacuated from areas subject to major disaster and emergency declarations, and may be staying in shelters, with child nutrition program benefits.
