This memo provides guidance on the use of SNAP E&T funds to pay for services for individuals who are attending high school. In most cases, it is likely neither legal nor appropriate to use E&T funds to pay for services for individuals are attending high school. In some instances, however, it is allowed and encouraged to use E&T funds for individuals who are of high school age, such as for individuals aged 16-17 who are subject to SNAP work requirements.

Allows states to extend certification periods and temporarily waive periodic report form submissions for households whose certification periods expire within a set timeframe.

This document provides information to states to assist in the development of state plans to operate Pandemic EBT (P-EBT) for school children during school year 2020-21.

The Continuing Appropriations Act 2021 and Other Extensions Act extends Pandemic EBT through the end of September 2021. That means that P-EBT is now available for all of school year 2020-2021.

FNS is issuing the attached set of questions and answers to address inquiries received about the implementation of the April 30, 2020, waiver of March, April and May 2020 SNAP QC reviews. 

This is the first set of questions and answers for SNAP state agencies in response to questions received about the Families First Coronavirus Response Act and flexibilities available for program administration during the COVID-19 public health emergency.

Form FNS-674 is used to request access to the USDA Food Program Reporting System (FPRS).  

Building on best practices to date and consistent with USDA’s efforts to improve customer service and increase state flexibility within the bounds of the law, while continuing to encourage states as laboratories of innovation, FNS is once again expanding allowable activities for states seeking to use vendor/private staff in call centers
