On Dec. 20, 2018, SNAP was reauthorized as part of the Agriculture Improvement Act of 2018. This information memorandum describes the provisions of Section 4004 of the Act, which is self-executing. An information memorandum outlining the remaining SNAP provisions will follow shortly.
The purpose of this memorandum is to provide guidance for state agencies and program operators on the status of nationwide waivers of statutory and regulatory requirements in the Summer Food Service Program.
This memorandum outlines the approach FNS will begin to take to work with state agencies as they request approval for new demonstration projects or renewal of existing projects, to ensure all active demonstration projects are testing innovative approaches with appropriate evaluations.
Section 6(o) of the Food and Nutrition Act of 2008, as amended, limits the time able-bodied adults without dependents (ABAWDs) can receive Supplemental Nutrition Assistance Program benefits to 3 months in any 36-month period, unless the individual meets the ABAWD work requirement or is otherwise exempt.
This memorandum provides regional offices with guidance as they work with states to ensure that online and paper SNAP applications meet federal requirements and are user-friendly, understandable and effective.
Make an investment in the children in your community! If your organization already provides services to the community and has capable staff and good management practices to run a food service, you can administer SFSP.

The American Recovery and Reinvestment Act of 2009 suspends restrictions on Able Bodied Adults Without Dependent participation in SNAP as of April 1, 2009 continuing through Sept. 30, 2010, unless state agencies choose to impose specific work requirements.
