Attached is a memorandum to be issued to the state agencies responsible for administering the CACFP. The purpose of the memorandum is to provide guidance for use by state agencies on determining when to assert an overclaim against a sponsoring organization for misclassification of a day care home as a tier I home.
The purpose of this memo is to clarify policy for assessment of penalties for not meeting the match requirements and to change policy for assessment penalties for exceeding the 17/19 percent FMNP administrative cap.
The Child and Adult Care Food Program is a federal program that provides meals and snacks in child and adult day care facilities. The child care component of the CACFP provides federal funds for meals and snacks served to children in nonresidential day care facilities. These include family and group day care homes (homes), Head Start centers, and some child care centers.
This publication is based on the WIC Infant Feeding Practices Study (WIC-IFPS) sponsored by FNS. The WIC-IFPS is a one-year longitudinal study, which describes the infant feeding practices over the first year of life among a nationally representative sample of approximately 900 mothers who participated in WIC while they were pregnant.
In response to questions from regional offices, state agencies, and sponsoring organizations, this memorandum clarifies how sponsoring organizations may establish the income eligibility of children enrolled in tier II day care homes.

It also discusses TANF as it affects reimbursement and eligibility under the Child and Adult Care Food Program and the Summer Food Service Program.
Attached is the fourth set of questions and answers on the two-tiered reimbursement structure for family day care homes in the CACFP.
This policy memorandum addresses the basic tools of WIC caseload management. It consolidates key provisions of previously issued FCS policy on all components of caseload management -- from food cost savings strategies and food package design, to certification strategies -- into a comprehensive scheme.
