Supplemental Nutrition Assistance Program (SNAP)

  • On Feb. 2, 2024, FNS approved the Oregon Department of Human Services (DHS) request to amend the 10-day reporting requirement waiver for replacement of food purchased with SNAP benefits that were lost as a result of power outages due to winter storms that occurred Jan. 12, 2024, through Jan. 17, 2024. The initial waiver approved on Jan. 22, 2024, included the counties of Benton, Clackamas, Columbia, Lane, Lincoln, Linn, Marion, Multnomah, Polk, Washington and Yamhill. This amended waiver includes the counties of Clatsop, Coos, Crook, Deschutes, Douglas, Gilliam, Hood River, Jackson, Jefferson, Josephine, Klamath, Morrow, Sherman, Tillamook, Umatilla and Wasco. The waiver is in effect through Feb. 16, 2024.
  • On Jan. 22, 2024, FNS approved the Oregon DHS request to waive the 10-day reporting requirement for replacement of food purchased with SNAP benefits that were lost as a result of power outages due to winter storms that occurred Jan. 12, 2024, through Jan. 17, 2024. The waiver applies to residents of Benton, Clackamas, Columbia, Lane, Lincoln, Linn, Marion, Multnomah, Polk, Washington, and Yamhill counties. This waiver is in effect through Feb. 16, 2024.

Supplemental Nutrition Assistance Program (SNAP)
  • On Jan. 18, 2023, FNS approved the Oregon Department of Human Services (ODHS) request to waive the 10-day reporting requirement for replacement of food purchased with SNAP benefits that was lost as a result of power outages due to a severe storm that began on Dec. 22, 2022, through Dec. 30, 2022. The waiver request applies to 26 counties (Benton, Clatsop, Coos, Columbia, Crook, Curry, Deschutes, Douglas, Hood River, Jackson, Jefferson, Josephine, Klamath, Lane, Lincoln, Linn, Marion, Multnomah, Polk, Sherman, Tillamook, Umatilla, Wallowa, Wasco, Washington and Yamhill) in the state of Oregon. The wavier is in effect through Jan. 30, 2023.

Supplemental Nutrition Assistance Program (SNAP)
  • On Oct. 7, 2022, FNS approved the Oregon Department of Human Services (DHS) request to amend the 10-day reporting requirement waiver for replacement of food purchased with SNAP benefits that was lost as a result of power outages and fires that began on Aug. 1, 2022. The initial waiver approved on Oct. 4, 2022, applied to the nine (9) counties of Clackamas, Columbia, Lane, Marion, Multnomah, Polk, Wallowa, Washington and Yamhill. This initial waiver was in effect through Oct. 20, 2022. On Oct. 6, 2022, the waiver was amended to extend the waiver end date to Oct. 24, 2022. This amended waiver includes the counties of Benton, Lincoln and Linn. The waiver is in effect through Oct. 24, 2022.
  • On Oct. 6, 2022, FNS approved the Oregon Department of Human Services (DHS) request to extend the expiration date of the 10-day reporting requirement for replacement of food purchased with SNAP benefits and Emergency Allotment (EA) waiver for benefits that were lost as a result of power outages and fires that began on Aug. 1, 2022. The waiver applies to the counties of Clackamas, Columbia, Lane, Marion, Multnomah, Polk, Wallowa, Washington and Yamhill. The initial waiver allowed households to request replacement through Oct. 20, 2022. This amended waiver is in effect through Oct. 24, 2022.
  • On Oct. 3, 2022, FNS approved the Oregon Department of Human Services (DHS) request to waive the 10-day reporting requirement for replacement of food purchased with SNAP benefits and Emergency Allotment (EA) benefits that were lost as a result of power outages and fires that began on Aug. 1, 2022. The waiver applies to the counties of Clackamas, Columbia, Lane, Marion, Multnomah, Polk, Wallowa, Washington and Yamhill. The waiver is in effect through Oct. 20, 2022.

Supplemental Nutrition Assistance Program (SNAP)

On Feb. 22, 2021, FNS approved Oregon’s request to waive timely reporting of food loss for households in nine counties. This waiver allows affected households to make a request for replacement of SNAP benefits through March 5, 2021, as a result of a severe winter storm and power outages that began on Feb. 12, 2021.

Incident: Wildfires

Began: Sept. 7, 2020

Supplemental Nutrition Assistance Program (SNAP)
  • On Nov. 20, 2020, FNS approved Oregon’s extension request to waive the statutory definition of food under Section 3(k)(1) of the Food and Nutrition Act of 2008. The waiver applies to twenty-three counties. This waiver approval allows SNAP households to continue to purchase hot foods with SNAP benefits in the approved counties through Dec. 31, 2020. On Oct. 19, 2020, FNS waived the hot foods prohibition as a result of power outages and displacement from homes caused by the wildfires. That waiver approval was in effect through November 20. FNS will notify SNAP authorized retailers in the approved counties of the hot foods extension waiver approval.
  • On Oct. 19, 2020, FNS approved Oregon’s hot foods request to waive the statutory definition of "food" under Section 3(k)(1) of the Food and Nutrition Act of 2008, as amended, and companion regulations at 7 CFR 271.2. The waiver applies to 23 counties and will allow SNAP households to purchase hot foods with SNAP benefits in the approved counties through Nov. 20, 2020.
  • On Oct. 7, 2020, FNS approved Oregon’s amended request to waive timely reporting of food loss for households in 20 counties. This waiver allows households to make a request for replacement of SNAP benefits through Oct. 19, 2020. These replacement SNAP benefits allow households to replace food lost as a result of power outages and wildfires that began on Sept. 7, 2020.
  • On Sept. 23, 2020, FNS approved Oregon’s request to waive timely reporting of food loss for households in 20 counties. This waiver approval allows households to request replacement of SNAP benefits through Oct. 7, 2020. These replacement SNAP benefits allow households to replace food lost as a result of power outages and wildfires that began on Sept. 7, 2020.
Disaster Supplemental Nutrition Assistance Program (D-SNAP)
  • On Oct. 16, 2020, FNS approved Oregon’s request to operate D-SNAP in 8 counties in response to the impact of wildfires that began on Sept. 7, 2020. The application period begins no earlier than Oct. 23, 2020 through Oct. 28, 2020.
USDA Foods
  • On Sept. 29, 2020, FNS approved Oregon’s request to operate a Disaster Household Distributions (DHD) program in four counties from Sept. 29 – Oct. 16, 2020, to help supplement the food banks’ supplies during this time of increased need due to the wildfires and widespread power outages.

Child Nutrition Programs
  • On Sept. 7, FNS approved Oregon’s request to operate non-congregate meal service through a Summer Food Service Program demonstration project, in specific impacted areas, on days where there are qualifying air quality alerts due to smoke advisories from the National Weather Service. This approval was effective through Oct. 16, 2017.
